Camden, NJ to close its entire library system

Camden steps closer to becoming "Escape From New York" as they decide that allowing the poor of Camden to have no free books or Internet access is the best use of their budget. Perhaps it's time to take back onto the tax rolls some real estate? Or declare bankruptcy and reorganize? Can a city do that?
